QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE FOR GS-13: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include: Applying Equal Employment Opportunity (EEO) laws, regulations, and relevant court cases to solve barriers to equal employment, e.g., solve individual EEO problems, provide technical recommendations, and make administrative decisions to improve EEO service. Developing and evaluating the Affirmative Employment Program and coordinating with the various Special Emphasis Programs within the organization to develop programs based on trend analysis. Analyzing EEO data to draw valid conclusions to provide management recommendations through prepared reports for next phase implementation of new policy and/or procedures. Securing and evaluating relevant information from management officials, employees, and witnesses to support complaint resolution. Applying neutral Alternative Dispute Resolution (ADR) processes and strategies to advise employees and managers on appropriate dispute resolution strategies and other early intervention methods through negotiation and conflict management techniques. Communicating both orally and in writing with all levels of management, complainants, and EEO officials to convey information and resolve technically sensitive civil rights-related problems. AN
