Specialized Experience Grade-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position must include: Negotiating cooperation and reconciling conflicting interests or views to secure buy-in; justifying or settling matters involving controversial issues that affect national programs. Utilizing tax administering functions and programs to shape, influence, and resolve issues affecting broad operations and multiple programs. Developing long-term plans and/or timetables that reflect needed resources for new or modified requirements that affect the operating units; recommend and implement new or revised policies and procedures that impact program areas. Communicating both orally and in writing to present plans and proposals, including top-level managers and professional organizations, to prepare guidelines, comprehensive reports, and document findings and conclusions. Revising policies and operating procedures as an authoritative resource for subordinate activities.
